  • Review of the remoteness classification system for aged care final report

    This final report presents the findings and recommendations from the Department of Health, Disability and Ageing’s review of the remoteness classification system for aged care, known as the Modified Monash Model (MMM).

    Key findings include insights about the unique challenges of service delivery in regional, rural, and remote (RRR) areas and information about how the MMM is applied in aged care. Concerns included its inconsistent use in aged care and limitations in providing a full picture of local context, demographics, dynamics and need of RRR communities.

    The report recommends continued use of the MMM with improved useability and transparency.

    The review of how the MMM is used in aged care was completed by the Department of Health Disability and Ageing in late 2025 in response to Recommendation 17 of the Aged Care Taskforce Final Report. The purpose was to assess whether it remains an appropriate tool to target funding and support for service delivery in RRR areas.
