  • Clarification of the definition of entry level support and service agreements

    The Department provided the following information to Sector Support and Development Providers, to assist CHSP Providers to understand entry level support and service agreements.

    CHSP entry level services

    • The CHSP is a specialist aged care program under the Act that provides high-quality entry level aged care support in a home or community setting to older people.
    • This support can be one-off, at a low intensity, short-term such as reablement, or on an ongoing basis for service types in the home support service group.
    • Providers can also deliver CHSP services at a higher intensity for a short time, in circumstances where they can make clear improvements to a client’s function or capacity, or to avoid further decline.
    • CHSP is not designed for people with intensive or complex care needs.
    • Where a client requires more complex and coordinated care, the Support at Home program delivers coordinated care and services to meet their assessed ageing related care needs with 8 classifications to fund ongoing services and 3 short-term pathways to fund assistive technology and home modifications, restorative care and end-of-life care.     It was discussed verbally that entry level support is not based on the number of services being received.

    CHSP service agreements

    • As a condition of registration to deliver funded aged care services, CHSP providers must have a Service Agreement with each client as outlined in the Aged Care Act 2024 (the Act) and the Aged Care Rules 2025 (the Rules).
    • This is to support clarity of services, charges and other obligations of CHSP providers and ensure that the rights of CHSP clients are upheld (refer to the Rules Subdivision C – Requirements for Service Agreements, s148 60-70).
    • The new requirements reflect matters such as new service list names, and specify review dates and variation arrangements, a cooling off period and circumstances where services can be ceased.
    • CHSP clients may receive their services through more than one provider. This means they will need to have a Service Agreement with each provider to reflect the services being delivered.
