COTA Queensland CHSP Provider Update
Representatives from the Department of Health, Disability and Aging have advised the following regarding Financial Acquittal Reports and Assessment Requirements for CHSP Clients.
The Department has received some questions recently about the requirement in the Commonwealth Standard Terms of Agreement - E3. Financial Acquittal Reports. “The financial declaration must include a statement that the funding received under the Grant was expended only on clients with an assessment approval and services as defined under the service list”. As at 1 July 2025 (commencement of the new contract) there are still a large number of existing CHSP clients currently receiving services who are awaiting assessment due to delays with Assessment Service capacity. With the Department recognising the delay and now stating that all existing CHSP clients must be assessed by 1 November 2025 - will the financial declaration requirements be modified to reflect this - rather than for the full financial year?
· The 2025-26 financial acquittal, due to be submitted by 31 August 2026, will include a statement of compliance that the financial assistance granted under the grant agreement was only spent on individuals with an assessment approval for funded aged care services in one or more service groups for the individuals and the classification types for the service groups under section 65 of the Act.
The department will ensure the financial declaration includes appropriate wording in relation to the ‘relevant’ period this applies to (FROM 1 November 2025 onwards, in accordance with the Act).
All providers are expected to be currently gathering client MAC IDs, or supporting clients not yet registered and assessed through MAC to undertake this process before 1 November 2025. This will enable providers to report client MAC IDs in DEX from 1 January 2026.
The department will:
closely monitor input of MAC IDs in DEX from 1 January 2026.
undertake active outreach to providers that report in DEX from 1 January 2026 that clients are not registered, to support them with getting clients registered and assessed for CHSP services.
work with those providers who genuinely have clients with exceptional circumstances that are impacting their ability to be registered and assessed by 1 November 2025.
issue further advice and communications in relation to the completion of the financial declaration for those providers.
To avoid uncertainty, providers must support any of their unassessed CHSP clients (including grandfathered clients) to request an assessment through My Aged Care as soon as possible in the lead up to 1 November 2025.
